		<description>I would agree with Iya in that the elite are not alone. The masses do have their own corruption problems. As for the victims, only those with so-called victim mentality are irresponsible for me. But the influence of the elite on these is not lost on me. I would think the elite started the problems, while the gullible masses just play along; the elite plays around with the masses&#039; minds using mass media.</description>

Not sure that it is pure irresponsibility.  If anything, the elite have passed all sorts of laws that are pro-poor (the Labor Code, the land reform laws, the party-list system in the 1987 constitution, etc.) but something backfires.  The Labor Code actually raises unemployment while keeping wages low for the lucky ones (Gerry Sicat knows).  Land &quot;reform&quot; simply creates lotteries where the prize is the not-quite Torrens titles that politicians give away.  The party-list has become a freak show.  

But the poor and middle class are smart, and I don&#039;t mean the telco.  Their way out is global and literal - get out, and send the money back, which makes lots of profits for Western U.  That is why we don&#039;t have the equivalent of the French Revolution.  

At some point, the royalists won&#039;t have anyone to kick around (sounds like good old Richard N), and those who left would have returned.  That makes for a peaceful and latent &quot;regime change.&quot;  The only problem is that it may take a while, a very long while.  In the meantime, the families of OFWs are not exactly poor even if the usual statistics might tag them as such.</description>
